If they move back towards that then yes, otherwise look at the artifact mods for the current pve damage meta. Honestly for dps whisper is not worth it anymore, it’s to powerful to become secondary but to weak to be dps. If you look at the dps chart, then we can see that whisper has some of the highest dps and some pretty good total damage.
